Setting the Table for the National Broadband Plan:
Where to from Here?

On the day the FCC's National Broadband Plan is due to Congress, the Broadband Breakfast Club series on "Setting the Table for the National Broadband Plan" will consider next steps -- and particularly, how Congress will react to the impending plan. Where does the nation go from here? Will the National Broadband Plan, as finalized, get us there? How will it affect deployment, adoption and the use of broadband throughout the United States? How will it affect health care, the environment, the digital divide, and online learning? Panelists for this event include top legislative aides to the members of Congress who serve on the Commerce Committees.

Telecommunications advocates, policy-makers, journalists, top officials and the general public, all seeking to trade insights on these important issues, are invited to attend this event of the Broadband Breakfast Club, which includes full American and Continental breakfasts, for as little as $45.00, plus a modest registration fee.

  • Shawn H. Chang, Majority Counsel, Communications and Technology Policy, House Committee on Energy and Commerce
    • Shawn H. Chang is currently Telecommunications Counsel for the Committee on Energy and Commerce of the U.S. House of Representatives chaired by Congressman Henry Waxman, D-Calif. Prior to joining Chairman Waxman’s Committee, Shawn served as the deputy policy director of Free Press, a national non-profit organization on media and broadband. He also served as legislative assistant to Rep. Tammy Baldwin, D-Wis., Rep. Diane E. Watson, D-Calif., and Rep. Patsy T. Mink, D-Hawaii. He holds his bachelor’s degree from the Georgetown University School of Foreign Service and received his J.D. from George Washington University Law School.
  • Neil Fried, Minority Counsel, Telecommunications, House Committee on Energy and Commerce
    • Neil Fried is Senior Telecommunications Counsel to the House Energy and Commerce Committee handling television, radio, telecommunications, spectrum and internet issues for Ranking Member Joe Barton, R-Texas. He also assists Rep. Cliff Stearns, R.-Fla., ranking member of the Subcommittee on Communications, Technology and the Internet. Neil was involved in the enactment of the 2005 digital television transition legislation. He spent three years in private practice specializing in television and telecommunications issues. He also worked four years in the Wireline Competition Bureau at the FCC. He earned his undergraduate degree from Northwestern University, and his J.D. from the Washington University School of Law in St. Louis, Missouri.
  • David Quinalty, Professional Staff Member, Senate Subcommittee on Communications, Technology and the Internet
    • David joined the Republican staff of the Senate Commerce Committee in July 2009, and serves on the subcommittee of which Senator John Ensign, R-Nev., is the ranking member. His portfolio of issues includes telecommunications, technology, media, science, transportation, banking, financial services, housing, the environment, natural resources, and agriculture. Prior to coming to Washington, he was Executive Assistant to the Chairman at Landscape Entertainment, a feature film and television production company in Beverly Hills, Calif. He earned his undergraduate degree in political science from the University of California, Los Angeles.
  • Daniel Sepulveda, Senior Advisor, Sen. John Kerry, D-Mass.
    • Daniel A. Sepulveda serves as a Senior Advisor and member of Sen. John Kerry’s senior management team, while also handling Kerry’s extensive commerce, trade, and business portfolio as Chairman of the Commerce Subcommittee on Communications, Technology, and the Internet. Previously, Daniel led a team managing relations with Congress for the U.S. Trade Representative in the Office of Congressional Affairs. He also managed trade, immigration, interstate commerce, labor, and ethics and lobbying reform issues for Sen. Barack Obama from 2000 to 2004, and helped advise his campaign for President. He worked for Sen. Barbara Boxer, D-Calif., co-chair of the Democratic Technology and Innovation Working Group, and in the Clinton Administration’s Office of Policy at the U.S. Department of Labor, and at the National Council of La Raza (NCLR). He earned a M.P.A. from the University of Texas at Austin, and a B.A. from Emory University.

The breakfast begins at 8 a.m., followed by a discussion, beginning shortly after 8:30 a.m. and ending by 10 a.m.
